Notice on updated E&S Instruments

The Project Management Group for Energy Facilities Construction (PMG EFC) under the President of the Republic of Tajikistan is pleased to announce that the review period for the updated Environmental and Social instruments of the Rogun Hydropower Project has been extended.

This follow-up notice is issued further to the initial review deadline dated September 12, 2025, and reflects the continued update and re-disclosure of the following documents:

• Environmental and Social Impact Assessment (ESIA)
• Environmental and Social Management Plans (ESMPs)
• Resettlement Action Plan 2 (RAP 2)
• Livelihood Restoration Plan 2 (LRP 2)
• Stakeholder Engagement Plan (SEP)

The updated English, Tajik and Russian versions of these documents remain available for public review and download at: https://energyprojects.tj

Comments and feedback on these documents are welcome from riparian governments, civil society organizations, affected persons, and other interested stakeholders.

All comments submitted by November 30, 2025, will be duly considered as part of the ongoing process of finalizing and updating the environmental and social instruments.
