                     Final Consultation Meeting on Updated Environmental and Social Documents for Rogun HPP Project

Dushanbe, 11 September 2025 — The Rogun HPP project implementing partners convened a final consultation meeting with civil society representatives of the Republic of Tajikistan as part of a series of public consultations on the updated documents, including the Environmental and Social Impact Assessment (ESIA), the Resettlement Action Plan (RAP) and the Livelihood Restoration Plan (LRP).

The event brought together key stakeholders, including members of the Project Management Group for Energy Facilities Construction (PMG‑EFC) under the President of the Republic of Tajikistan, the State Institution “Directorate of the Rogun HPP Flood Zone”, representatives of the World Bank as observers, project-affected population and representatives of civil society organizations. The program included presentations on the updated ESIA, RAP2, LRP2, a question and answer session and a closing summary.IMG 8170

This meeting concluded a series of consultations held in the districts of Faizabad, Nurabad, Rasht and Tursunzade with local communities of both resettled and host countries. The purpose of these consultations is to ensure transparency in the process of updating the ESIA and other key project instruments, and to ensure dialogue with affected communities.

In total, approximately 300 local residents, including more than 40 women, took part in the district‑level consultations. The sessions generated numerous questions and comments from participants, which the organizers addressed with detailed clarifications and responses to ensure transparency and continued dialogue.

The key topics of the event included updating the social and environmental instruments of the project, significant issues related to resettlement and restoration of livelihoods, measures to mitigate negative impacts and monitoring, as well as discussion of further steps to implement RAP2 and RWSP2.

“We value openness and dialogue with the public—these consultations help ensure that the perspectives of local communities are taken into account when finalizing the project’s key documents,” stated P. Mukhiddiniyon, Director of PMG‑EFC under the President of the Republic of Tajikistan.
