Asian Development Bank Completes Safeguards Mission to Rogun HPP — Construction Progress, Environment, and Resettlement
Dushanbe, September 22, 2025 — From September 15 to 20, 2025, a safeguards mission from the Asian Development Bank (ADB) conducted a comprehensive inspection of the Rogun Hydropower Plant (HPP) site and adjacent areas. The mission included experts in environmental protection, occupational health and safety, social protection and resettlement, safeguards compliance, and environmental monitoring. Staff from the Project Management Group (PMG) and the Directorate for Flooding Zone of Rogun HPP (DFZ) accompanied the mission.
During the visit, the mission held working meetings in Dushanbe, inspected the Rogun HPP construction site, worker camps, medical posts, contractors’ laboratories, and carried out field visits to resettlement areas. The mission was conducted in two phases.
The first phase involved a comprehensive inspection of Rogun HPP construction works and adjacent areas. The mission assessed progress on key facilities — the main dam, power house, and tunnels — and reviewed the organization of environmental monitoring (air and water quality, noise, and vibration), management of hazardous and non‑hazardous wastes, fuel and lubricant storage, living conditions for staff, and the operation of the Grievance Redress Mechanism (GRM) at workplaces.
Preliminary observations indicate continued construction progress and functioning monitoring systems; final findings and recommendations will be prepared following laboratory data processing and receipt of detailed indicators from PMG and DFZ.
At this stage, the mission recommended strengthening measures for the safe handling and storage of hazardous materials, increasing the preparedness of medical services, and ensuring maximum transparency in GRM implementation for workers.
The second phase of the mission included visits to resettlement sites for project‑affected persons (PAPs) under the First Phase of the Resettlement Action Plan (RAP‑1), as well as partially resettled PAPs under the Second Phase of the Resettlement Action Plan (RAP‑2). In addition, the mission inspected areas designated for future resettlement.
During the visit, informal meetings were held with representatives of local authorities (Hukumat), jamoats, PAPs, and other stakeholders. Discussions addressed ongoing challenges and successes in implementing resettlement plans, as well as mechanisms for continued engagement and support from ADB.
“For us, PMG and DFZ, people and their well‑being come first: we reaffirm our commitment to transparent and fair resettlement processes, livelihood restoration, and ongoing dialogue with affected communities. We are ready to promptly implement recommendations from our international partners and provide support to families during the adaptation period so that project development is aligned with social sustainability and protection of local residents’ rights,” said Mr. Rustam Saidzoda, representative of the Directorate for Flooding Zone of Rogun HPP.
