Consulting services: Monitoring and Evaluation Specialist  

 

Project Background

 

The Government of the Republic of Tajikistan has received financing from the World Bank and Asian Infrastructure Investment Bank (AIIB) towards the cost of the Technical Assistance (TA) for Financing Framework for Rogun Hydropower Project and intends to use part of the proceeds for consulting services.

 

Main objectives of the assignment

 

The main task carried out by M&E Specialist is the development of a monitoring and evaluation plan, regular monitoring and evaluation of the project implementation process, ensure the systematic and regular collection of data for the regular measurement of project performance, prepare documents on the progress of the results during the project implementation phases, Ensure timely and accurate reporting to project management on the progress of all project indicators on a regular basis, prepare project monitoring reports in accordance with World Bank and AIIB requirements etc.

 

Qualification requirements:

 

  • Higher education in economics, energy, management, or a related field.
  • At least 5 years of experience in monitoring and evaluation of energy sector projects.
  • Experience in collecting, analyzing and reporting monitoring results.
  • Experience in the hydropower construction industry is preferred, including progress monitoring.
  • Knowledge of Tajik, Russian and English languages.
  • Experienced (advanced) PC user.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
