Assignment Title: Project Management Consultant of the Rogun HPP (PMC)

Project name: Sustainable Financing for Rogun Hydropower Project (P181029)

Project Implementation agency: Project Management Group under the President of the Republic of Tajikistan (Rogun PMG)

 

 

The Republic of Tajikistan has applied for financing from the World Bank towards the cost of the Sustainable Financing for Rogun Hydropower Project and intends to apply part of the proceeds for consulting services.

Consulting services for Project Management Consultant of the Rogun HPP (PMC) include:

 

The Consultant shall act as the PMC for the whole Project (as described in Section 2 and elsewhere in these ToR) and act specifically as the 'Engineer' under the FIDIC Red Book contracts (Lots 3A and 4), as the 'Employer's Representative' under FIDIC Silver Book contracts (Lots 1, 1A, 1B, 2 and 3) and as appropriate under any remaining Lot 4 Early Works contracts, which broadly consists of:

  1. 1.Reviewing existing Project documents at the onset of the assignment.
  2. 2.Delivering general project management, project scheduling, document management and cost control services.
  3. 3.Ensuring seamless transition with the current ER.
  4. 4.Preparing/reviewing/updating Dam Safety Plans and ensuring that they are adequately in place for execution.
  5. 5.Assisting in the on-going procurement activities of Lots 1A, 3A and 4 and adhering to relevant guidelines and standards.
  6. 6.Managing construction contracts and providing review and liaison services with respect to the appointed design engineers.
  7. 7.Providing construction management services including on-site QA ensuring effective interface management between various construction contracts and supervision of contractors’ environmental and social performance.
  8. 8.Providing regular, timely updates to the Employer on the Project progress and any emerging issues.

 

The estimated level of effort (professional staff-months) is 3 400 person-months for key staff.

The implementation period is eleven years.

The expected start date of assignment is November 1, 2024

The Projects Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage. The shortlisting criteria are:

 

 

  1. i.General experience of not less than 10 years in providing management, technical, procurement and monitoring support (including for Environmental and social safeguards) for a large infrastructure/ works of at least US$250 million funded by Multilateral Development Banks such as World Bank, ADB, IsDB, etc;
  2. ii.Specific experience of not less than 10 years in performing similar assignment – as PMC under hydropower generation projects of above 1000 MW.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality-And-Cost Based Selection method set out in the Procurement Regulations.
