Financing of the Rogun HPP Construction by the Abu Dhabi Fund for Development

On 4 February 2026, in Dubai, United Arab Emirates, the Minister of Finance of the Republic of Tajikistan and the Director General of the Abu Dhabi Fund for Development signed a financing agreement for the construction of the Rogun Hydropower Plant.

Under the signed agreement, the Abu Dhabi Fund for Development will provide financing in the amount of USD 100 million. The funds will be allocated to advance construction and infrastructure works under Lot 2 of the strategic Rogun HPP project.

Lot 2 covers key activities associated with commissioning the plant’s generating capacity, including:

• installation of hydropower equipment;

• construction and outfitting of the powerhouse;

• execution of the electrical scope of works;

• implementation of infrastructure and auxiliary works.

The signing of this agreement represents an important milestone in securing sustainable external financing for the project. Previously, the Ministry of Energy and Water Resources of the Republic of Tajikistan reported that several financing agreements concluded with international partners in 2024–2025 have already become effective following fulfillment of the required conditions precedent.

The mobilization of external financing will enable acceleration of construction activities in 2026 and ensure the timely commissioning of the plant’s third generating unit.

Since 2008, more than TJS 48.1 billion has been invested in the project from the state budget and other sources. As of the end of 2025, overall construction progress has reached nearly 60%. The dam height has reached 151 meters (elevation 1,116 meters above sea level).

To date, two temporary generating units, commissioned in 2018 and 2019, have produced 9.9 billion kWh of electricity. Upon completion, the installed capacity of the Rogun HPP will reach 3,780 MW (six units of 630 MW each), making it the largest hydropower plant in Central Asia. The projected annual electricity generation will exceed 14.5 billion kWh. Commissioning of the final unit is scheduled for 2029.

Implementation of the agreement with the Abu Dhabi Fund for Development will further strengthen the country’s energy security, support national infrastructure development, and contribute to the sustainable socio-economic development of the Republic of Tajikistan.
