REQUEST FOR EXPRESSIONS OF INTEREST Republic of Tajikistan Technical Assistance for Financing Framework for Rogun Hydropower Project Project ID: P178819 Consulting services: Gender Specialist (RHPP/CS/IC/10_/L) Project Background The Government of the Republic of Tajikistan has received financing from the World Bank in the amount of US$15,000,000 toward the cost of the Technical Assistance (TA) for Financing Framework for the Rogun Hydropower Project This project is jointly financed by the Asian Infrastructure Investment Bank (AIIB) (US$ 5.0 million). The TA Project will help to: (a) strengthen technical, environmental, and social aspects of the Rogun hydropower plant construction project (Rogun HPP Project); (b) develop the commercial framework of the Rogun HPP Project; and (c) strengthen the institutional capacity of the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan Rogun (Rogun PMG), which is the implementing entity for Rogun HPP Project. Main objectives of the assignment The main task to be carried out by Gender Specialist is; ensure gender focal points are nominated across the implementing agencies and the contractors with clearly defined roles and responsibilities, works with the HR and Procurement Team to ensure appropriate clauses relating to GBV/SEA/SH are embedded as Rogun HPP Code of Conduct (CoC) for all project workers and staff including security staff, develops a gender-sensitive project grievance redress mechanism (GRM) for external stakeholders (including local community) and project worker, provide training to all staff potentially involved in handling / referring GBV/SEA/SH cases (including senior management, GFPs, DLEOs), etc. The Terms of Reference for the assignment can be found at the following link: https://drive.google.com/file/d/1J74Q9Yl9z9wvZgHeDSAVeBAtEoWaTMEq/view?usp=sharing Qualification requirements: University degree in social sciences (or other relevant sciences) and at least 5 years of experience in the field of gender programs, including GBV. Experience of working on gender programs in the energy sector. Experience of delivering gender training to varied stakeholders. Experience of interacting with local authorities and communities particularly on gender programming in the energy sector. Experience working with projects funded by international organizations (World Bank, Asian Development Bank, EU, USAID, UNDP, or other international or bilateral donors). Excellent communication skills in Tajik and Russian - oral and written; knowledge of English will be an asset. Strong clients focus and excellent computer skills (MS Office, etc.).
