Project Background
The Government of the Republic of Tajikistan has received financing from the World Bank in the amount of US$15,000,000 toward the cost of the Technical Assistance (TA) for Financing Framework for the Rogun Hydropower Project This project is jointly financed by the Asian Infrastructure Investment Bank (AIIB) (US$ 5.0 million).
The TA Project will help to: (a) strengthen technical, environmental, and social aspects of the Rogun hydropower plant construction project (Rogun HPP Project); (b) develop the commercial framework of the Rogun HPP Project; and (c) strengthen the institutional capacity of the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan Rogun (Rogun PMG), which is the implementing entity for Rogun HPP Project.
Main objectives of the assignment
The main task to be carried out by Translator/Interpreter is; high-quality written translation of all letters, correspondence, reports, documentation, presentations and materials related to the Project from English into Russian/Tajik and vice versa, as required, verbal interpretation for PMG staff, and for other Rogun HPP Project’s stakeholders as needed, at the official meetings, conferences, workshops, working discussions related to the TA Project, translation of technical, socio-economic and other specialized documentation, regulations, reports, agreements, contracts, etc.

Qualification requirements:
- Higher Education in linguistics, English, interpretation or other relevant field;
- At least five (5) years of experience in providing professional translation and interpretation services (from/to English, Russian and Tajik)
- Experience with projects funded by International Financial Institutions is desirable.
- Knowledge of power sector terminology will be an advantage;
- Good knowledge and experience of written translation of formal documents;
- Computer skills (MS Word, MS Excel, MS PowerPoint, Internet, E-mail, etc.).
- Fluent written and spoken English, Tajik and Russian languages
An individual Consultant shall be selected following Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
